Who Can Use RoboCent?

At RoboCent, we provide powerful outreach tools for both political and nonprofit organizations. We also support for-profit businesses in specific use cases. Here’s a clear guide to help you understand who can use our platform and for what types of messaging:

Permitted Organizations

  • Political Organizations (527s)

    • Candidates for Office: Running for local, state, or federal positions

    • Political Action Committees (PACs): Supporting candidates, legislation, or political initiatives

    • Political Committees: Organizations directly involved in elections or advocacy efforts

    • 527-Registered Organizations: Any political entity formally registered as a 527 organization

  • Non-Profit Organizations

    • 501(c)(3): Charitable organizations focused on social welfare, civic engagement, or nonpartisan issues

    • 501(c)(4): Nonprofits engaged in political advocacy and lobbying for causes or candidates

    • 501(c)(5): Labor unions or trade unions engaged in political advocacy

    • 501(c)(6): Business leagues or chambers of commerce engaged in political advocacy

  • Polling Firms

    • For-profit companies can use RoboCent for political polling - but this must be clearly non-ambiguous. These companies are allowed to gather data on political opinions as long as it directly relates to elections or political issues.

      • Limitations: For-profit companies cannot use our services for market research or general public opinion polling. Only clear-cut political polling is permitted at this time.


What is a Campaign Verify Token and Who is Eligible?

A Campaign Verify token is essential for political organizations using the 10DLC system for messaging. It provides a trust score of 100/100 from the MNOs (Mobile Network Operators), which helps ensure messages are delivered quickly, reliably, and with fewer restrictions. Organizations with this token experience better throughput, meaning they can send larger volumes of messages without delays or filtering issues. Without a Campaign Verify token, organizations face lower trust scores, which lead to message limits, slower delivery, and increased scrutiny from carriers.

Who is Eligible for a Campaign Verify Token?

  • 527 Organizations:

    • Candidates for office (federal, state, local, or tribal)

    • Political parties

    • Political Action Committees (PACs)

    • Political committees

    • Any 527 tax-exempt entity registered with the Federal Election Commission (FEC) or a State, Local, or Tribal Election Authority

Who is Not Eligible for a Campaign Verify Token?

  • Nonprofit Organizations (501(c)(3) and 501(c)(4)): While these organizations can still send political messages, they are not eligible for the token and will face message throughput and delivery limitations based on carrier scoring.

  • For-Profit Companies: These businesses cannot obtain a Campaign Verify token and are restricted to political polling. They cannot engage in direct political advocacy or messaging and will receive lower trust scores, limiting their messaging capabilities.


Evolving 10DLC Regulations

The 10DLC (10-Digit Long Code) system is a relatively new solution implemented by MNOs to regulate and streamline SMS messaging, particularly for businesses and organizations engaged in outreach. While this system helps ensure better message deliverability and compliance, it is still evolving. The requirements and restrictions placed on organizations using 10DLC for messaging—particularly for political and nonprofit outreach—are subject to change as MNOs refine their policies.

At RoboCent, we prioritize compliance with these evolving regulations to ensure our clients can communicate effectively and within the legal bounds. Currently, we limit our customers based on what the carriers allow, meaning we adhere to the most up-to-date rules around who can send messages and what types of messages can be sent.
