Who Can Use RoboCent?

At RoboCent, we provide compliant, high-performance outreach tools for a wide range of political, nonprofit, and select for-profit organizations. Here’s how eligibility breaks down by entity type:

Political Organizations (527s)

For entities directly involved in elections, advocacy, or political activity.

  • Political Campaigns – Candidates for local, state, or federal office

  • Candidate Committees – Campaign accounts registered under the candidate’s name

  • Political Action Committees (PACs) – Supporting candidates, causes, or ballot initiatives

  • Super PACs / Independent Expenditure Committees – Engaged in advocacy independent of candidates

  • Party Committees – Local, state, or national party organizations

  • Other 527-Registered Organizations – Any entity formally registered as a 527 under IRS or FEC rules

Politically Active Nonprofits (501c)

Nonprofit organizations engaged in social, civic, or advocacy work. Examples include:

  • Charities (501c3) – Civic engagement or voter education programs (non-partisan only)

  • Social Welfare Organizations (501c4) – Policy or issue-based advocacy groups

  • Trade Unions (501c5) – Labor organizations communicating with members or voters

  • Business Leagues / Chambers of Commerce (501c6) – Associations involved in policy advocacy

Polling & Research Firms

For-profit companies may use RoboCent strictly for political polling and message testing. These campaigns must clearly relate to political candidates, ballot measures, or legislative issues.

  • Permitted: Political polling or message testing tied to elections or policy

  • 🚫 Not permitted: Market research, lead-gen, product surveys, or general public-opinion polling

Additional Notes

  • All organizations must comply with FCC, TCPA, and carrier regulations.

  • For-profit users engaged in political polling cannot obtain Campaign Verify tokens, and may face standard throughput limits.

  • Political entities registered with the FEC or state election authorities qualify for full Campaign Verify eligibility.

What is a Campaign Verify Token (CVT)?

A Campaign Verify token is essential for political organizations using the 10DLC system for messaging. It provides a trust score of 100/100 from the MNOs (Mobile Network Operators), which helps ensure messages are delivered quickly, reliably, and with fewer restrictions. Organizations with this token experience better throughput, meaning they can send larger volumes of messages without delays or filtering issues. Without a Campaign Verify token, organizations face lower trust scores, which lead to message limits, slower delivery, and increased scrutiny from carriers.

Who's Eligable?

  • 527 Organizations:

    • Candidates for office (federal, state, local, or tribal)

    • Political parties

    • Political Action Committees (PACs)

    • Political committees

    • Any 527 tax-exempt entity registered with the Federal Election Commission (FEC) or a State, Local, or Tribal Election Authority

Who is Not Eligible?

  • Nonprofit Organizations (501(c)(3) and 501(c)(4)): While these organizations can still send political messages, they are not eligible for the token and will face message throughput and delivery limitations based on carrier scoring.

  • For-Profit Companies: These businesses cannot obtain a Campaign Verify token and are restricted to political polling. They cannot engage in direct political advocacy or messaging and will receive lower trust scores, limiting their messaging capabilities.


Evolving 10DLC Regulations

The 10DLC (10-Digit Long Code) system is a relatively new solution implemented by MNOs to regulate and streamline SMS messaging, particularly for businesses and organizations engaged in outreach. While this system helps ensure better message deliverability and compliance, it is still evolving. The requirements and restrictions placed on organizations using 10DLC for messaging—particularly for political and nonprofit outreach—are subject to change as MNOs refine their policies.

At RoboCent, we prioritize compliance with these evolving regulations to ensure our clients can communicate effectively and within the legal bounds. Currently, we limit our customers based on what the carriers allow, meaning we adhere to the most up-to-date rules around who can send messages and what types of messages can be sent.
