Website Essentials
Carriers require a dedicated, active website that clearly represents your brand as an official public information resource. A mere social media presence is not sufficient; your website must reflect a legitimate operation and adhere to carrier standards:
Authentic Website Presence
Ensure your website reflects a comprehensive and genuine digital presence. Incorporate various elements such as organizational details, contact information, and user engagement features to solidify your brand's credibility.
Think of your website as a resource for the general public. If someone wants to learn about your entity, your site should provide a full array of information that's easily discoverable.
Privacy Policy with Opt-In Sharing Language
Your website should prominently feature a Privacy Policy. In need of one? Download our user-friendly template.
Phone Number Collection with Opt-In Disclaimer
Any form that collects phone numbers should include a SMS Disclaimer and provide a link to your Privacy Policy.
If you're currently collecting numbers without compliance, adapt any website pages, including forms hosted on other platforms representing your brand.
See our sample collection page for inspiration.
Starting from Scratch? We're here to help. We specialize in crafting cost-effective websites designed to satisfy all 10DLC requirements. Each site is custom-tailored for political campaigns, ensuring value and compliance.
Privacy Policy Guidelines
A robust Privacy Policy isn’t merely a good practice; it's carrier-mandated. To assist, RoboCent offers a Sample Privacy Policy tailored for political campaigns and nonprofits. If you already have a Privacy Policy on your website, it must include the following wording or a close equivalent. This is required by Mobile Network Operators and will be reviewed prior to approval.
We will not distribute or sell your text messaging opt-in data, associated personal information, or your consent to any third parties, except when legally obliged to do so.
Please note that while our sample policy serves as an excellent foundation, it is vital to engage an independent legal advisor to ensure that your Privacy Policy meets all specific legal obligations pertinent to your organization and jurisdiction.
Remember, the requirement for a Privacy Policy comes from the carriers, not RoboCent. But we're here to help you meet this requirement and build a more trustworthy and transparent organization.
Phone Number Collection with Opt-In Disclaimer
Any form on your website that is able to capture phone numbers should include a link to your Privacy Policy and a checkbox with a SMS Disclaimer, such as:
I consent to receive SMS Messages from [brand name]. Message & data rates may apply. Reply 'STOP' to unsubscribe. Reply 'HELP' for help. [Link to Privacy Policy]
By providing your phone number, you consent to receive calls and texts, including automated communications, from [brand name]. Message & data rates may apply. Reply 'STOP' to unsubscribe. Reply 'HELP' for help. [Link to Privacy Policy]
Every entity registering for 10DLC must meet these carrier-mandated opt-in requirements. Regardless of your current practices, carriers will review your submission for compliance, ensuring you collect phone numbers and maintain proper opt-in standards.
Brand Identity of Sender
Properly registering your brand is crucial for successful text outreach. Here's a concise breakdown to guide you:
Register the entity responsible for sending the messages.
If Star Consulting is managing the text campaigns on behalf of 'John Smith for Mayor', use John Smith's committee details and EIN.
If Star Consulting wants to send text message surveys about the upcoming election through their consulting agency, they would register on behalf of 'Star Consulting', using the business' details and EIN.
Each sender requires a unique registration. For different identities, set up a new Organization within RoboCent.
The Brand Identity must be included in every text script you create.

Is an EIN Required for a Political Organization?
Yes, both the Federal Election Commission (FEC) and the Internal Revenue Service (IRS) require Political Campaigns to have an EIN. Here's why:
Bank Requirements: Banks require a taxpayer identification number to open an account, which is fulfilled by obtaining an "Employer Identification Number" (EIN).
Tax Obligations: Political parties, campaign committees, and political action committees are all political organizations subject to tax under IRC section 527. Per Internal Revenue Code Section 527, all Political Organizations must have their own EIN.
Filing Requirements: Section 527 organizations are generally required to file initial notices, periodic reports on contributions and expenditures, annual income tax returns, and annual information returns.
EIN Application: Even if an organization has no employees, it must have its own EIN. To obtain one, complete Form SS-4, Application for Employer Identification Number. More information on obtaining an EIN, including online application details, can be found in the Employer ID Numbers (EIN) section.

What is 10DLC? 10DLC, or 10-digit long code, is a solution devised by major Mobile Network Operators (MNOs) like AT&T, Verizon, and T-Mobile to combat spam messages on their networks. Registering with 10DLC before sending text messages allows carriers to pre-approve your traffic, ensuring high deliverability and preventing filtering. This registration is mandatory to use the RoboCent Texting Platform.
Benefits of 10DLC Registration:
Enables high-volume sending
Reduces costs for customers
Improves message deliverability
Ensures clean, spam-free messaging
Required since March 1st, 2022, by MNOs
Non-registered traffic leads to deliverability issues and increased costs.
Is there a registration fee? RoboCent does not pass any 10DLC registration fees to customers. Campaign Verify charges a $95 registration fee covering a two-year period. Renewal or cancellation is possible after the initial two years.
How do I get an EIN for a Political Campaign? The IRS handles EIN creation. Apply online, a process taking less than 15 minutes and is free. Visit IRS website for more details.
Is an EIN required for a Political Organization? Yes, both the Federal Election Commission (FEC) and IRS require Political Campaigns to have an EIN. Section 527 organizations must file initial notices, periodic reports, and tax returns, necessitating an EIN. Apply online or call the IRS for an EIN, a free service.
How long does approval take? The approval process involves reviews by The Campaign Registry, Campaign Verify, and Mobile Network Operators (MNOs). The total time varies:
The Campaign Registry review is typically under 10 minutes.
Campaign Verify review may take up to two business days if Filing Record URL isn't readily available.
MNO review generally takes 24-48 hours if all information matches your filing records. Corrections are made if issues arise.
Why is 10DLC Registration necessary? Failure to register with 10DLC can lead to MNOs blocking your messages. While the process may seem tedious, it safeguards against spam and fraud, making the space safer for everyone. The grace period for registration is now over, and full compliance is essential.

The Campaign Registry: Required for all organizations sending text messages through a Text Vendor like RoboCent.
Campaign Verify: Specifically for Political Campaigns, it's an independent registration process. You receive a token to share with RoboCent for account approval.
How does 10DLC Registration work for different organizations? Your organization's Trust Score, ranked as Low, Medium, or High, is assigned by The Campaign Registry during your RoboCent Registration. Trust score affects P2P Text Message limits and speed, based on your organization's performance.
What types of political campaigns can request verification by Campaign Verify? Any 527 tax-exempt organization or sole proprietor registered with FEC or a State, Local, or Tribal Election Authority can obtain verification through Campaign Verify. 501(c)(3), 501(c)(4), businesses, and other non-campaign entities aren't eligible.

What fees are required? There's a one-time $95 fee per entity verification request, covering a two-year election cycle, contributing to Campaign Verify's operations and election security.
